In response to your memorandum of April 8, 1986 we suggest the following be incorporated into your reply to XXXX.
"The mandate of this Department is to administer the provisions of the Income Tax Act and Regulations as passed by Parliament, whereas the review of income tax policy and legislation comes within the jurisdiction of the Department of Finance. I have therefore brought your concerns with respect to the proposed establishment of unisex rates for pension annuity payments to the attention of The Honourable Michael H. Wilson, Minister of Finance."
