                                         REGULATIONS DIVISION

Enclosed for your information is a copy of the changes made to the Guide and to the Explanatory Notes for each of the Act and Regulations to arrive at the November 2 version thereof.

A copy of the significant changes made to arrive at the November 2 version of the Regulations will follow. Please note that the section numbers of the Regulations have been increased by 600; i.e., 7700 is now 8300, 7916 is now 8516, etc.
