In reply to a request from Wally Conway in his letter of June 14, 1989 for issues and problems concerning the "butterfly" rules in the Act, we enclose copies of two memoranda from Specialty Rulings Directorate.
As you know, the proposed study of the problems in this area is of great importance to us and we look forward to playing an active roll in bringing the rules in the Act more in line with intended policy.
