Further to the telephone conference of June 6, 1989 between Messrs. 19(1) and Webb and to our letter of June 20, 1989, a copy of which is attached, we are writing to confirm that we are unable to proceed with your Ruling Request until we receive the additional submission which we requested.  In the meantime, we will be forwarding a billing to cover the time spent on your Ruling Request to date.
