Dear Sirs:

Re:  Advance Income Tax Ruling 24(1) (the "Previous Ruling")

This is in reply to your letter of November 8, 1989, wherein you requested that we extend the time for the completion of the proposed transactions described in the Previous Ruling.  We also acknowledge out related telephone conversation (Ahmed 19(1)) of the date.

You advised us that there have been no changes to the relevant facts and proposed transactions as they were described in the Previous Ruling.

Subject to the other conditions stated therein, we confirm that the Previous Ruling will be binding on Revenue Canada, Taxation provided that the proposed transactions described therein are completed by February 28, 1990.
