MEMORANDUM FOR MR. R.J.L. READ  ACTING ASSISTANT DEPUTY MINISTER  LEGISLATIVE AND INTERGOVERNMENTAL AFFAIRS BRANCH

SUBJECT: TELEPHONE CONTACT WITH MEDIA COLLECTION AGREEMENTS

André Labadie asked me to speak to 19(1)

21(1)(b)

His questions to me were:

1.     Is the subject on the agenda for the upcoming Canada - U.S. treaty negotiations?

     I told him that the agenda is to be set by Finance who represent the head of the delegation.  He should contact them.  He said he had spoken to them and they said it wasn't on the agenda 21(1)(b)

2.     Are any discussions going on?

      I replied that

i)        there had been expressions of interest by both parties

ii)       the possibility of such an agreement is being pursued among officials

iii)      a fair bit of homework must be done before it is possible to contemplate discussions

3.     Would an agreement follow the lines of the multilateral Assistance Treaty?
