We have reviewed the above draft project and have no comment with respect to policy matters, current or pending, that are relevant to positions taken in the draft.

We question, however, whether it might not be wise to hold up issuing this bulletin because of the comments in paragraph 5 concerning payments for illegal acts until the legislative solution for bribes and kickbacks is announced.
