We are writing further to your letter of July 25, 1989, which was received on referral from our Source Deductions Division concerning an extension of coverage under the Agreement of Social Security between Canada and the United States of America (the "Agreement").  Please accept our apology for the delay in responding to this request.

In order to extend coverage beyond sixty months the concurrence of the United States Social Security Administration is required. Generally extensions are not granted beyond the initial sixty month period unless there are extenuating circumstances.  This could include the making up of time due to an interruption in the assignment because of illness or if retirement of the employee is planned.

With respect to the extension for 19(1) as competent authority for the agreement, we cannot recommend such a lengthy extension nor will the U.S. Social Security Administration approve such a request.  An extension to the end of 1989 can be obtained in order to put contributions on a current calendar year.  For 1990 and subsequent years 19(1) will have to contribute under the U.S. Social Security legislation.
