SUBJECT: 1991 CPTS Roundtable - Question 29

We are sending a revised copy of question 29 and answer thereto.

The revisions to the answer do not change the substance of the answer that was read at the CPTS annual conference on June 12, 1991, but rather, improve its clarity.  Accordingly, the written copy of the answer to question 29 that was given to you on June 12 should be destroyed.
