This is in reply to your letter of June 8, 1989 concerning stripped bonds (cougars) and confirms information provided by phone to 19(1) on September 11, 1989.  The Department is prepared to consider the issues raised in your letter in the context of an advance ruling request where the proposed transaction is imminent, the borrower and the issuer are identified and the draft documentation (debt instrument) accompanies the ruling request.
