Re:  Advance Income Tax Ruling 3-2730 dated January 11, 1990 24(1)

This letter is to confirm that the date by which the Second Loan is to be repaid, as described in fact 14 of the above ruling, is changed to December 31, 1990 from July 31, 1990.

Notwithstanding this change, we confirm that the rulings given in our ruling letter 3-2730 will continue to be binding in the manner set forth therein.
