MEMORANDUM FOR MR. PIERRE GRAVELLE

SUBJECT: CIAT - GENERAL ASSEMBLY  MAY 21 TO 25, 1990, OAXACA, MEXICO

As you are aware, the 24th CIAT General Assembly will be held in Mexico in May.  The theme of the technical program is measurement of the efficiency and effectiveness of the tax administration.  Revenue Canada is preparing two papers for presentation at the conference.

Elections for the executive council of CIAT will take place at the Assembly.  A list of the present council is attached.  We have been asked if Revenue Canada wants to be considered for election.  You have previously served on the council.  The United States will automatically be elected as they are hosting the 1991 General Assembly.   19(1) will serve as their representative.

CIAT is in the process of preparing a list of nominees. If you wish to stand for election in May we will advise them.

INFORMATION ON CIAT

CIAT is a public international organization established in 1967 to promote the improvement of the tax administrations through the exchange of ideas and experiences; technical assistance and training; the compilation and distribution of information and technical research.

The Center is formed by the tax administration directors of the American countries.  The Minister of Finance or Treasury of each country, designates the positions in the tax administration, the incumbents of which shall be members of CIAT. Membership is lost when the official ceases to hold the indicated position.
