We are writing further to your memorandum of December 6, 1989, and attachment thereto, concerning the proposed access agreement to the British Columbia on line assessment system.
Firstly, on the question of fee structure for individual access, if the Assessment Authority is charging other provincial departments the same user fee, then we probably have not recourse other than to accept the fee structure. However, if such is not the case, then we are prepared to approach our provincial contacts in the Ministry of Finance and request their assistance in addressing this matter.
Secondly, doing a pilot is a good idea, although we would have to sign the agreement and hope that we could get a reduction at a later date if the fees charged were reduced or eliminated. This is an item that may require further clarification.
It is our view that the signing authority for this agreement rests with the Assistant Deputy Minister, Taxation Programs Branch. If the District Office Director has the authority it could be signed at that level, but we do not know whether this authority has been delegated to the director level.
