SUBJECT: 19(1) Remission Case #830 No Stall Code Required
19(1) was written to our Prime Minister on February 23, 1990 asking for relief of his unpaid income taxes and denial of the proposed goods and services tax credit. His letter was referred to our Minister for reply. We enclose a copy of these letters for your information. Both matters are now being considered by us as a request for remission of tax under the Financial Administration Act assuming that Bill C-62 will become law.
In order that the Remission Committee may be able to consider the matters and apply the guidelines in TOM 2263.22, would you please submit to this Division a report containing the information required under TOM 2263.22(2)(A) to (G). In particular, we would appreciate being advised of the following matters:
- Is there any likelihood that 19(1) health may improve in the foreseeable future?
- Comments on 19(1) overall compliance record, credibility and other personal data which may be considered in his favour to support remission.
- Description of circumstances that led to his reassessment 24(1) which gave rise to the unpaid taxes.
Please include 19(1) 1987, 1988 and 1989 tax returns, copies of correspondence notes of conversation with the taxpayer and any other facts and documents relating to the issue of remission of tax.
