In reply to your memorandum of March 21, 1990 concerning the proposed reorganization of the 24(1) we wrote to the Department of Finance. They have now replied and we have enclosed a copy of their reply for your information.
Generally, we are in agreement with their comments. However, we have some policy concerns with the comments set out in the second last paragraph where they have incorrectly stated the facts. If you wish to discuss this further with us would you please let us know.
