This is in reply memorandum of September 12, 1989 prepared by N. Mitchell concerning the above-noted draft project.

We have no comments with respect to policy matters, either current or pending, that are relevant to positions taken in this draft bulletin; however, we question issuing this bulletin at this time when the question of the taxability of strike pay is being appealed to the Supreme Court.
