Thank you for meeting with us and with representatives of the above named charity on May 9, 1991. Since their request for the ruling has now been withdrawn, we are transferring the request to you as they now seek your direction on the requirements that would allow them to disburse their accumulated disbursement excess to the related foreign Charity. At the meeting they expressed special interest in the administrative policies regarding funding projects by way of agent or employees or by way of joint venture for specific buildings and furniture.
